This category falls between the two categories above. Most states consider these vehicles legal and suitable for children over the age of 16 with a state driving license. The following a requirement has to be followed:

  • There is a maximum of five horsepower.
  • A maximum speed of 30 mph on a straight level ground
  • Comes with safety features like turn signals, mirrors, and horns
